For your information, I may mention that during the past four years, the salt revenues of Kwang- tung have been paid to Canton and not to Peking, the salt colleation elsewhere being more than enough to meet the service of the Reorganisation Loan Agreement of 1915. We hold that as long as we continue to receive these salt reveres, the Chinese District Inspector here must be a person whose loyalty to Canton must be unquestion- able. The late incumbent, besides being corrupt, was undoubtedly disloyal to Doctor Sun as proved by corres- pondence found in his office.
